Police arrest two over Exeter bomb explosion

Police have arrested two men in connection to Thursday’s bomb explosion in a cafe in Exeter, United Kingdom. The man suspected of being the bomber remains in hospital in a stable condition and is yet to be formally interviewed.

Ten armed officers arrested the pair from outside a cafe in Plymouth, Devon, and are questioning them. Their names have not been released.

The bomb that exploded in the Giraffe was composed of sodium hydroxide, kerosene, strips of aluminium foil and nails. Suspected bomber Nicky Reilly emerged moments later with a bloodied face and is under police guard in hospital, where he has undergone surgery to graft skin over lacerations to his face.

Experts have gone over Reilly’s mobile phone, home telephone records and his computer. It is reported that his computer screensaver featured the World Trade Centre in flames after being struck by two hijacked airliners during the 9/11 attacks, and that his mobile revealed that shortly before the explosion he had received a text message apparently encouraging an attack with the bombs.

A second similar bomb was defused nearby. Both were described as highly volatile devices that could be activated by shaking. It is being investigated whether the bombs were supposed to be placed in the toilet with the belief that they were powerful enough to blow out the facade of the building.

Prince Philip of UK makes last solo public engagement after 65 years

The United Kingdom’s Prince Philip, 96, performed his last solo official royal public engagement, before retiring from his official duties as the consort of Queen Elizabeth II after 65 years of service, with a Captain General’s parade of the Royal Marines at Buckingham Palace on Wednesday.

As the Captain General, he took the royal salute and inspected the soldiers to mark the end of the 1664 Global Challenge. He told the soldiers humorously “You all should be locked up” after they completed a 2,678 kilometer (1664 mile) trek in support of the Royal Marines Charity. 

Buckingham Palace announced Philip’s retirement plan in May. Philip succeeded King George VI — Elizabeth’s father — as Captain General of marines in 1953, the year after she succeeded him as monarch. On the announcement in May, Prime Minister Theresa May offered her well wishes and gratitude to Prince Philip, 95 years old at the time.

Lady Myra Butter, an acquaintance of Philip’s for more than eight decades, said on BBC Radio 4 program Today, of Philip’s future after retirement, “I’m sure that he won’t disappear, he will be greatly missed by everybody. He’s been such a stable character in all our lives — he’s always there and he’s always been there for the Queen and I think we’re very, very lucky to have him.”

Serving longer than any other British consort, Philip has made 22,219 solo public engagements as consort, 637 solo overseas visits, 5,496 speeches, and 14 books. He currently supports or belongs to more than 780 organisations.

Phillip, Duke of Edinburgh, is a nephew of late King Constantine I of Greece, and was born on the Greek island of Corfu. Philip is a former naval officer and courted Elizabeth during his service in the Royal Navy. He married her in 1947 in Westminster Abbey. This November will be their 70th wedding anniversary. Elizabeth described Philip as “my strength and stay”.

Banners can be very artistic and the template is an open canvas. You can display a little about your company or a lot. Do you have company colors? Add color to your vinyl banner and it will stand out in the crowd. Most Banners are about the same size but there are a few differences. Advertising is very important to any business. Next to a business card, banners are great to hang outside of the business where possible. As people are driving by the banner will catch their eye and they will either turn around and come back or make a mental note to return to the business when they can. Having a business sign is good, but banners seem to stand out just by the sheer size.

Vinyl Banners can also be used at festivals or other areas that you support as a business owner. Your business may support a walking team for the March of Dimes. Bring your banner along and post it along the walkers route. Advertising doesnt always net immediate money but thats ok. You want to keep your companys name fresh in the customers mind for when he or she is ready. Its ok if they wait 2 or 3 weeks before they come back just as long as they do.

Business owners need several ways to advertise their business. Having a vinyl banner is very cost effective and can draw a customer into your place of business. Once they are in there, you or your sales staff can begin to convince them that you have what they are looking for. Without a way to draw the customer into your business, there may be missed opportunities. Missed opportunities can equate to money lost in sales and revenue. Our economic climate does not afford you the opportunity to pick and choose who your customers should be. Allow them to self select themselves after seeing your banner.

Simon’s Rock College tests Alan Turing theories with ‘Imitation Game’ experiment

On Saturday April 16, students at Simon’s Rock College in Great Barrington, Massachusetts and Dr. Richard Wallace of the A.L.I.C.E. AI Foundation for their first time tested Alan Turing’s thought-experiment. The Imitation Game, based on the original Turing model for testing the ability of humans to recognize artificial intelligence (AI), was carried out with nearly eighty human and AI participants.

The ‘Original Imitation Game’ is described in Turing’s 1950 paper. A popularized version now dubbed the “Turing Test” involves a judge knowingly interviewing a software program and a human person during a computer chat, and then trying to discern which is which. The Turing Test has been conducted many times as Artificial Intelligence programs developed. However, no study was ever published following the guidelines of the original thought-experiment itself.

The Imitation Game involved playing a “gender guessing game”, wherein two human subjects, a male and a female, communicate via computer chat to the judge. Both the male and the female would try to convince the judge that s/he is female. Turing’s original question was, if a gender guessing game were done with two humans, and then with an AI replacing the male, would the judge be more accurate in guessing who the real female was?

Three students at Simon’s Rock — Cameo Wood, Melissa Leventhal, and Allyson Sgro — wrote a grant to support the experiment, and shepherded the proposal through the Human Research Review Committee under the oversight of Professor Anne O’Dwyer. The experiment was funded by the departments of Natural Science and the department of Social Science at the college.

The experiment utilized a program called A.L.I.C.E., which is designed to hold one end of an interactive conversation. The program was provided by the ALICE Artificial Intelligence Foundation. Dr. Richard Wallace was on hand during the experiment to troubleshoot the AI robot, later gave a lecture about on The Anatomy of A.L.I.C.E. and blogged the event.

Six human subjects from Simon’s Rock composed the human players in the game; the judges were recruited from various non-technical internet communities. Roughly eighty individuals participated in the experiment, which required the organizers to maintain strict secrecy about the experiment until it was concluded. All subjects who participated in the experiment were required to be over 18, not affiliated with the college, and were not allowed any foreknowledge of the use of AI in the experiment. Roughly 70 interviews were conducted over a three hour period last Saturday, via AOL’s Instant Messenger, a messaging tool that allows individuals to write to one another online.

The research team at Simon’s Rock has started to analyze the data they acquired during the experiment and will be writing a paper for publication in the coming months. Inquiries regarding the experiment may be directed to researcher@theguessinggame.net.

CEO of GM outlines plan for “New GM” after auto company declared bankruptcy

In a New York press conference at 16:15 UTC, June 1st, Fritz Henderson, the Chief Executive Officer of General Motors, which filed for bankruptcy and Chapter 11 protection from its creditors earlier today, outlined a plan for what he called a “New GM”.

Speaking to the press under safe harbor provisions of U.S. law, Henderson described the events of today as a “defining moment” in the history of General Motors. Speaking to the public he said that “The GM that let you down is history,” and described a “New GM” that he expected to result from the bankruptcy process.

Henderson stated that he envisioned the bankruptcy process would take between 60 and 90 days. He stressed several times his view that the process would be one that is executed quickly, saying that not just a sense of urgency but “pure unadulterated speed” was his expectation of the process. He emphasized that “GM remains open for business” during the bankruptcy period, continuing to sell and to support its products, and that day one motions had been filed in the bankruptcy court in order to allow this.

Regarding the bankruptcy process he said, “We will do it right. And we will do it once.”

He stated that the plan for General Motors had the support of the United Auto Workers union, the Canadian Auto Workers union, the GM VEBA, and a majority of the unsecured bondholders of GM. He also mentioned that GM had already received €1.5 million in bridge financing from the German government.

In response to questions about the possibility of the United States federal government, a majority shareholder in the restructured company, dictating future product development and strategy, such as the sale of more fuel-efficient and green vehicles; he first observed that the federal government had already stated to him that it had “no real interest in running our business” and that he expected that still to be his job. Of the specific hypothetical scenario where the management of GM wants to make one type of car, because it thinks that it is the right thing for the business, and the U.S. government wants to make another type of car, he stated that “I don’t think it’s going to happen.” Expanding on that point he stated that he expected the “New GM” to focus upon “highly fuel-efficient and green technology”, and that operating both in accordance with U.S. environmental laws and in response to customer demand would naturally result in the New GM producing the types of vehicles that the U.S. government would encourage.

The “New GM” he also expected to focus on “four core brands”, and will size its dealership to match that. He stated that GM would offer a “deferred termination” package to dealers, to allow them to cease dealing in GM vehicles in a managed and gradual way.

He stated that the bankruptcy filings did not cover General Motors’ businesses in Latin America, Europe and the Middle East, and Asia and the Pacific. Of GM’s profitable ventures in China, specifically, he stated that they were “a critical part of the New GM”. In response to questions of whether the New GM would import cars from China to the U.S., he stated the formative company’s core principle that “We build where we sell” applied in both directions, with GM building in China to sell in China and building in the U.S. to sell in the U.S., stating that this shortened supply chains.

He declined to predict when the New GM would return to profitability, stating that the goal was rather to lower the break-even EBIT point for the company. He also declined to speculate upon when the U.S. government would sell its stake in the company, saying that that was a question “better addressed to the U.S. Treasury”, and merely saying that he expected it to be “years, not months” when the U.S. Treasury felt it would give “the right return for taxpayers.”

How Confident Women Are Seen By The Average Joe

There are certain challenges in building your self-confidence, like sweeping away old roles and expectations, silencing that voice that criticises your every move and – when you get right down to it – figuring out just who the heck you really are.

That’s sometimes made more difficult by the people around you, and some men in particular have a hard time dealing with confident women. Here’s what I’ve seen.

1. In the workplace a lot of men will use the word ‘bitch’ to describe a confident woman. Other words I’ve heard guys use in the past (believe it or not) are ‘lesbian’ and ‘frigid’. Sure, it’s only a pocket of men that think this way and those are likely to be throwaway (albeit ignorant) comments, but it speaks to a lot of mens inability to deal with confident and successful women on a level playing field.

I certainly hope that your contemporaries will think of you as nothing other than capable and bright, but a certain breed of co-worker and some old school management won’t know how to deal with you.

2. Socially, the Average Joe will see a confident woman and experience a mixture of attraction and feeling threatened by them. I’m not necessarily talking about sexual attraction (although many guys are turned on by confident women) but a platonic attraction based on the air of wholeness that confidence brings. Mix in a little fear about it being more likely that they’ll be rejected by a confident, together woman and not knowing what role they should play (the manly man, the sensitive soul, the joker, etc), and a lot of men will start a bizzare little performance based on what they think will impress the socks off the woman in question. “

Again, your contemporaries are going to be more relaxed and at ease, but the chances are that a confident and successful woman who’s out at a social event will engender these responses.

3. If a guy is in a romantic relationship with a confident and successful woman it’ll be for one of two reasons depending on what kind of guy he is. One guy will be genuinely attracted by you as a person, loves who you are and respects what you’ve achieved. That’s a Very Good Thing.

Another guy will see you as a challenge. This kind of guy tricks himself into believing he wants to be in a relationship for all the right reasons, but the real reason is that he’s hoping some of what you have rubs off on him. He hopes that by being with you he’ll share your success and be more at ease with himself. Either that, or he’s the type of guy who’s motivated by the challenge of sleeping with successful and confident women. Either way, they’re looking to boost their own ego’s by being with you.

Let me spell it out for you. None of this is your problem. Do not change who you are because other people seem to be having a hard time knowing how to relate to you.

That’s not to say that you should run around like a bull in a china shop pissing off everyone you come into contact with, and of course there are times when it’s important to consider others. But that doesn’t mean that you need to compromise on who you are or what you’re capable of, and it doesn’t mean you have to squeeze yourself into a box based on others’ expectations.

Sometimes an attitudinal shift on your part will work wonders, sometimes an honest conversation with a positive outlook will do the job, but most of the time it’s simply about being nice.

Heavy rains lash Mumbai, many parts of the city flooded

Heavy rainfall continued in the city of Mumbai in India for the fourth consecutive day today, leading to water-logging in many areas of India’s commercial capital and leading to the disruption of road and rail traffic. Operations at the Chhatrapati Shivaji International Airport have been affected and many incoming flights are being diverted to either Ahmedabad or Goa. Those planes that are taking off are doing so 30-45 minutes behind schedule owing to poor visibility. Local commuter trains on the Western Line are running up to half-an-hour late while the Central and Harbour Lines have been shut down due to water-logging.

Vehicular traffic has been hit hard as several arterial roads in the city have been immersed in waist-deep water. S.V Road has been closed to commuters at this point, and cars are being diverted to Linking Road. Dahisar, Goregaon, Andheri, Khar, Hind Mata and the Milan Subway have also been flooded. There are huge traffic jams in several parts of the city and Mumbai Police Commissioner A.N.Roy has asked citizens to avoid going outdoors unless absolutely necessary. Suburbs in the north of Mumbai, from Borivali to Virar, have been the worst hit. Schools and junior colleges have been asked to declare a holiday. The first year junior college admissions, which were supposed to have taken place today, have been postponed till tomorrow.

The Powai Lake has begun to overflow and the Mithi River is fast reaching its danger-mark, which is a cause of great concern for the municipal corporation, which has rushed rescue teams to low-lying areas. The Meteorological Department, which recorded 121 mm of rainfall at the Colaba Observatory and 152 mm of rain at the Santacruz Observatory, has predicted more heavy rainfall over the next 72 hours. Last July, Mumbai was hit by 944 mm of rainfall in one day, a deluge in which hundreds were killed and the entire city was in a state of disarray for a week. Meteorologists however insist the present situation is much smaller in scale than the calamity of 26/7 last year.

Using GPS to Synchronise Computer Systems

The Global Positioning System (GPS) is a US military system intended for global navigation and positioning. GPS is a satellite based system that consists of 24 earth orbiting satellites, each transmitting a weak radio signal that can be used to provide accurate positioning information anywhere on the globe. Each satellite has an integrated synchronised highly accurate atomic clock that can be utilised by ground based timing and synchronisation equipment.

This article describes how the GPS system can be used to provide an accurate time and frequency reference for NTP servers and computer network time synchronisation.

GPS timing information is continuously broadcast by each GPS satellite. GPS time is not affected by leap seconds. GPS time is currently exacly fourteen seconds ahead of Universal Coordinated Time (UTC). However, offset information is available to readily convert GPS time to UTC time, which is used in NTP server and computer time server systems.

Each GPS satellite transmits information as very low-power radio frequency transmission. Two frequencies are used, one for civilian use coded L1, and one for military use coded L2. The civilian L1 frequency is the most widely used and is transmitted at 1575 MHz. The broadcast GPS signal can easily penetrate less dense material such as plastic, but cannot penetrate higher density materials such as brick.

An antenna is utilised to boost the GPS signal and pass the signal along a coax cable. For consistent operation a GPS antenna needs to have a view of the sky. Ideally, it should be located outdoors on a rooftop with a good 360-degree un-obscured view of the sky.

GPS antenna systems transmit signals down a coax cable and are sensitive to coax quality and cable length. The coax type and antenna gain determines the cable length that can be utilised by a GPS antenna. Higher quality coax cable generally have much lower attenuation figures and hence provide much longer cable runs between the receiver and antenna. Typically, a low-quality coax can run to 20-30m, while a high quality coax can be used in excess of 100m cable runs. For extended cable runs, a GPS amplifier can be placed in-line on the coax cable to amplify the weak GPS signals.

GPS timing systems also utilise a GPS receiver in order to decode the received GPS transmission and convert it to a computer readable format. The GPS receiver processes the transmitted GPS positioning information and provides a readable serial transmission as output. GPS NTP servers and computer time servers may also utilise a precise pulse per second output generated by the GPS receiver to provide ultra-precise timing. The pulse per second timing pulse on most receivers is accurate to within a few milliseconds of UTC.

The Global Positioning System (GPS) is ideally suited to providing NTP time servers with a highly accurate external timing reference for synchronisation. Accuracies of a few hundred nanoseconds can be reasonably achieved with low-cost GPS receiving equipment.
